FLS Announces Industry's First Web-Native Garnishment Automation System

New Application Automates Complex Manual Processes, Reduces Risk of Penalties

DALLAS, TEXAS - 4/26/04 - Federal Liaison Services, Inc. (FLS) today announced the general availability of its new garnishment automation system, FLS eDP.WAGEattachment. The launch came at the American Payroll Association's (APA) 22nd Annual Congress here. The application is the first web-native product that allows employers to fully automate the calculating and processing of wage attachments, such as: child support; federal, state, and local levies; creditor garnishments; defaulted student loans; bankruptcies; and more.

Traditionally, companies have handled employee garnishments manually, meaning that payroll departments must track large volumes of paper records. The potential for human error is high with such processing, exposing the business to the risk of penalties. Employers failing to properly withhold employee garnishments may be held liable for the entire amount by the issuing authority.

Utilizing FLS eDP.WAGEattachment to automate garnishment processing, employers can administer accurate and timely deductions from employee wages while maintaining a high level of data confidentiality and control. The system tracks details of each attachment as they accrue and allows for multiple attachments per employee. Orders are automatically prioritized based on the various jurisdictional rules.

In conjunction with the FLS eDP.EPIC™ (Electronic Payment & Information Courier) module, users can also automatically prepare and transmit child support payments electronically to State Disbursement Units (SDUs). Payments can be consolidated to improve the timing of payment submission.

Because the compliance information within FLS eDP.WAGEattachment is updated as needed, the employer is assured of complying with continually changing agency rules, such as federal exempt pay mandates. The system also provides for the tracking and execution of administrative fees, allowing the companies to recoup costs from the employee for time and effort.

FLS eDP.WAGEattachment functions as an integrated module within the FLS eDP.COMpliance® Suite of web-based employer compliance solutions. The 32-bit application is built on Microsoft® .NET architecture and operates on an Oracle® 9i database platform.

"The wage attachment process can be grueling for employers," said Fran Bartlett, President and CEO of FLS. "Not only is it highly repetitive and manual, the business runs the risk of steep penalties for errors and omissions. By automating garnishment processes with eDP.WAGEattachment™, employers can minimize the risk of penalties, reduce overhead, and refocus payroll personnel on more productive corporate goals."
